New Housing Policy Strategy Paper Sets Course for Ukraine's Urban Development

The United Nations Economic Commission for Europe (UNECE) has released a comprehensive paper titled "From the Draft Law of Ukraine on the Fundamental Principles of Housing Policy to the Strategy of Housing Policy of Ukraine." The document outlines a strategic framework for transforming Ukraine's housing sector, where, according to the Ministry of Social Policy of Ukraine (MSP) as of 1 July 2024, damage is estimated at US$55.9 billion as of December 2023. This initiative comes at a crucial time, with 4.9 million officially registered internally displaced persons (IDPs) in the country, of whom 2.5 million are unable to return to their homes.

Background

Ukraine's housing policy has long been governed by the 1983 Housing Code, a framework that has become increasingly outdated, particularly in the context of the ongoing conflict. The war has inflicted significant damage on housing infrastructure, with estimates reaching $55.9 billion as of December 2023. This devastation has led to over 4.9 million internally displaced persons (IDPs) requiring immediate housing solutions. The existing legal framework, which emphasizes state-provided free housing, is financially unsustainable and inadequate for addressing these pressing needs.

Key Provisions of the Draft Law

The proposed draft law seeks to replace the outdated Housing Code with a modernized framework that emphasizes:

  • Housing Accessibility and Affordability: Ensuring that all citizens have access to adequate housing options tailored to their financial and social circumstances.

  • Sustainable Use of Housing Stock: Promoting efficient utilization and maintenance of existing housing resources.

  • Balanced Roles in Housing Provision: Defining clear responsibilities among state entities, local governments, and the private sector to foster collaboration and efficiency.

Strategic Implementation and Future Directions

The policy paper emphasizes the importance of developing a State Housing Strategy to guide the implementation of the new housing framework. This strategy will focus on long-term solutions, including:

  • Affordable Housing Development: Incentivizing private developers and establishing "affordable housing operators" to increase the availability of cost-effective housing options.

  • Social Housing Reforms: Introducing rental subsidies and creating municipal housing funds to support vulnerable populations.

  • Temporary Housing Solutions: Providing mechanisms to offer immediate housing assistance to IDPs through partnerships with private property owners.

  • Sustainability Measures: Focusing on energy efficiency and reconstruction efforts that align with the UN Geneva Charter on Sustainable Housing.

Alignment with International Best Practices

The proposed reforms draw upon successful housing policies from EU and OECD countries, incorporating elements such as:

  • Subsidized Mortgages: Government-backed loans to facilitate homeownership.

  • Tax Incentives: Benefits for first-time homebuyers and housing investments.

  • Rental Market Regulation: Measures to formalize private rentals and control rent prices, ensuring fair access for all citizens.

Next Steps

This initiative represents a significant step toward creating a resilient and modern housing system in Ukraine, addressing both immediate needs and long-term development goals. Through continued collaboration with international partners and adherence to sustainable development principles, Ukraine aims to transform its housing sector to better serve all citizens.
